Article 1

Name and Object

Section 1. This Association shall be known as the Washington State Association of Letter Carriers.

Section 2. The objects of the Association are to assist the National Association of Letter Carriers in maintaining a more perfect organization and improving the Postal Service; to organize all Letter Carriers within the State; to conduct training and educational seminars for all members; and to guide and direct all activities relating to legislation within the State; and any other activities requested by Branches; and to represent all Branches when requested.

Article 2

Membership

Membership of this Association shall be composed of all members in good standing in the National Association of Letter Carriers within the geographical boundaries of the State of Washington.

Article 3

Meetings/Assemblies

Conventions

Section 1A. This Association shall meet/assemble at least once each year at such time and place as may be decided upon by majority vote at a previous session unless conditions should arise which require a change in the time and place decided upon or designated, when the President and Executive Board shall have authority to make such change of time and place and report through the Secretary/Treasurer. The regular meeting/assembly of the Association shall be held annually between May 1 and June 30 excluding Memorial Day weekend.

Section 1B. The Convention City shall be selected four (4) years in advance of such Convention, and the actual dates of such Convention shall be announced in the WASHINGTON STATE LETTER CARRIER at least eight (8) months prior to the Convention. The Convention City shall receive financial assistance from the State Association not to exceed $6,000.00. A detailed accounting of the expenditures of the Convention City shall be returned to the Secretary/Treasurer for accounting, filing and future reference, within sixty (60) days of the close of the Convention.

Section 1C. The President shall at some time prior to adjournment declare a regular order of business, the consideration of a Convention City, and at such time grant ten (10) minutes of the Convention time to any City wishing to host a future Washington State Association of Letter Carriers Convention.

Special Meetings/Assemblies

Section 2. Special meetings/assemblies shall be called by the President upon the written request of not less than one-half (1/2) of the Branches representing not less than one-fourth (1/4) of the membership of this Association. The Secretary/Treasurer shall notify by letter each Branch entitled to representation in this Association stating the object of the meeting/assembly call. This meeting/assembly shall transact no business other than stated in the call.

Section 3. Seventy-five (75) Delegates representing at least twenty-five percent (25%) of the Branches shall constitute a quorum for the transaction of business, but less than that number may adjourn to meet at some future specified time.

Officers’ Meetings/Assemblies

Section 4A. The President shall at least once a year call a meeting/assembly of all State Officers.

Section 4B. The Secretary/Treasurer shall have printed in the issue of the WASHINGTON STATE LETTER CARRIER, following all meetings/assemblies, the complete minutes of the Officers’ Meeting/Assembly.

Article 4

Source and Distribution of Revenue

Section 1. The revenue of the Washington State Association of Letter Carriers shall be derived from the following sources:

a. Each active member shall pay to this Association a per capita tax equal to 14% of the National Per Capita Tax and each retired member shall pay a per capita tax of seven dollars and twenty cents ($7.20), payable in advance on December 31 or semi-annually in advance on December 31 and June 30; provided that members whose dues are checked off pursuant to a collective bargaining agreement need not advance their per capita tax but shall pay them by the method determined in the check off agreement. Those who have had fifty (50) years membership in the National Association shall be exempt from such payment.

b. Monies, which may be derived from the publication of the WASHINGTON STATE LETTER CARRIER.

c. Monies, which may be derived from interest and dividends.

Section 2. The Executive Council shall be responsible for preparing a true representative budget for this Association, which shall be presented to the State Association in Convention for necessary action.

Section 3. All Branches paying per capita tax on five (5) or fewer members for the entire year who sent a Delegate to the State Convention shall have their per capita tax for the year refunded, within sixty (60) days after the State Convention adjourns. The Credentials Committee shall inform the membership of any qualifying Branch during their final report. The Delegates’ credentials shall be the sole guide for the Secretary/Treasurer in this matter.

Section 4. Out of each member’s annual per capita tax a sum of three dollars ($3.00) shall be considered as a subscription to the WASHINGTON STATE LETTER CARRIER.

Section 5. All disbursements of funds by the Washington State Association of Letter Carriers shall be by check. All checks drawn upon funds of this Association shall be signed by the Secretary/Treasurer and countersigned by the President, or in their absences by their designees.

Section 6. A separate fund shall be established to be known as The Washington State Letter Carriers Memorial Scholarship Fund. This fund shall be made up of voluntary contributions for the purpose of aiding monetarily, children of regular members in good standing or the children of deceased members, who were in good standing at the time of their death, of the Washington State Association of Letter Carriers, who are entering any post-secondary school. All donations shall be deposited in an unendowed saving account, in accordance with the Washington State Letter Carrier Memorial Scholarship Fund Rules, Criteria and Procedures, maintained by the Secretary/Treasurer.

Article 5

Representation and Vote

Section 1. Those who shall be entitled to a voice and one vote only in the meetings/assemblies of this Association shall be its Officers, Delegates from Branches and the Delegate-at-Large.

Section 2. The basis of representation and vote shall be one Delegate and one vote for each Branch having a membership of five (5) per capita tax paying members or less, and one additional Delegate and one additional vote for each five (5) per capita tax paying members or major fraction up to fifty (50) members and one Delegate and one vote for each ten (10) members or major fraction thereof in excess of fifty members.

Each Delegate’s vote must be accorded a proportionate share of the voting strength of the Branch as a whole.

Section 3. Election of Delegates shall be made no later than December of the previous year to each Convention. Each Delegate shall be elected by secret ballot to serve from the meeting to which the Delegate was elected by a secret ballot until the next succeeding regular Convention. Only those Delegates who have been elected by a secret ballot of the members of the Branches may vote for the election of Officers.

Section 4. Gold Card members, plus the number of members of whom per capita tax is paid into this Association for the beginning of the term, January 1, prior to the Convention shall determine the number of votes to which a Branch is entitled.

Section 5. At the regular election of Delegates, the Branch shall also elect the same number of Alternates as there are Delegates elected, who shall be recognized as the Alternate in the event of the inability of any Delegates to attend a regular or special meeting/assembly of this Association, provided, that the Alternate who received the highest number of votes shall be assigned to act instead of any one Delegate who is unable to attend such meetings/assemblies, and when more than one Delegate who is unable to attend such meetings/assemblies, Alternates shall be assigned in accordance with the number of votes cast for such one in the election, and shall be certified in such numerical order to act in their stead. Any vacancy in the official Delegate or Alternate may be filled by the Branch. An Alternate before being admitted to the meetings/assemblies of this Association shall present, together with the Delegate’s certificate of election, written evidence from the Secretary of the Delegate’s Branch or from the Delegate for whom the Delegate was elected to Alternate that the Delegate is unable to attend the meeting/assembly.

Section 6. A Delegate cannot be admitted to the meetings/assemblies of the Association who is in arrears either to this Association or to the National Association of Letter Carriers.

Section 7A. The State Secretary/Treasurer shall furnish all Branches in good standing in the Washington State Association, free Delegate and Alternate cards no later than February fifteenth of the Convention year, the same to be filled in and mailed to the State President by March fifteenth, who shall deliver same to the Credential Committee prior to the Convention.

Section 7B. Branch Secretaries shall submit a list, typewritten and alphabetized, of the names of their Delegates attending the State Convention to the Secretary of the host city, at least six weeks in advance of the date of the Convention.

Article 6

Officers

Section 1. The elective Officers of the Association shall be President, Vice-President, Secretary/Treasurer, Director of Education, Editor WASHINGTON STATE LETTER CARRIER, Executive Board of five (5) and Director of Retired Members who shall be a retired member. These Officers shall be elected biennially and hold office for two (2) years or until their successors are duly elected and installed. In 2004, the Officers shall be elected to serve one three (3) year term, after which we will return to two (2) year terms.

Section 2. Any regular Branch member in good standing shall be eligible to any office of this Association, except the Director of Retired Members.

Section 3. By virtue of their offices, the President and Vice-President in office at the time of the National Convention shall be the Delegate-at-Large and Alternate Delegate-at-Large, respectively, to the National Convention.

Article 7

Nominations and Elections

Section 1. Nominations and elections shall take place biennially, except for Convention City, which shall take place annually, during the meeting/assembly of this Association at such time as the Delegates present may by vote decide. The Installation of Officers shall take place just prior to adjournment.

Section 2. Elections shall be by secret ballot. When there are two or more candidates for any office the election shall be by ballot and the plurality of all votes cast for such office shall be necessary to elect. There shall be no write-in-votes for candidates not officially on the ballot. Any such write-in-votes shall not be counted, but will not invalidate the rest of the ballot. When there is but one candidate for any office, the President may declare that such person has been elected.

Section 3. All regular members shall be eligible to hold any office or position in the Association, except that a member who applies for or accepts a supervisory position in the Postal Service for any period of time, whether one (1) day or fraction thereof, either detailed, acting probationary or permanently, shall immediately vacate any office held and shall be ineligible to run for any office or position for a period of two (2) years after termination of such supervisory status. Upon nomination, the candidate must certify that they have not served in a supervisory capacity for the twenty-four (24) months prior to the nomination.

Section 4. Delegates shall cast their own vote in the election of Officers of this Association by secret ballot. Delegates, present by registration with the Credentials Committee, shall cast the full vote of their Branches by dividing its votes equally among them each pro rata. Any whole votes which cannot be divided equally shall be cast by such individuals by majority vote decides.

Article 8

Duties of Officers

President

Section 1. The President shall preside at all meetings/assemblies of this Association and enforce all laws thereof. The President shall fill all vacancies occasioned by death or otherwise, with persons duly qualified, until an election shall be held. The President shall sign all documents and papers that require the President’s signature to properly authenticate them. The President shall appoint at each regular meeting/assembly a committee of three (3) on credentials which committee shall at once proceed to discharge its duties; a committee of three (3) on audit to at once examine the books of the Secretary/Treasurer; a committee of three (3) on mileage and per diem and a Sergeant-at-Arms. At the close of each meeting/assembly the President shall appoint other committees as directed by the Convention, and shall have power to fill all vacancies occurring in an appointive committee or elective office during recess. The President’s correspondence with Branches, when practical, shall be conducted through the Secretary/Treasurer. The President shall submit at the regular meeting/assembly of this Association a written report of all the President’s official acts during the President’s term of office, and the President shall perform such other duties as the laws, rules and usages of the Association may require. The President shall, together with the Secretary/Treasurer, sign and file with the Department of Labor and the Internal Revenue Service on behalf of the State Association, the annual financial reports as may be required by law. The State President, immediately upon assuming the President's duties, shall continue the plan of dividing the State into districts and assigning an elected State Officer to each district. The State President or the President’s designee shall be a Delegate to the Washington State Labor Council AFL-CIO Convention. The President or the President’s designee may attend Regional and/or National Assemblies or training sessions. The President shall receive for expenses, other than allowable expenses, a per annum salary equal to twenty (20) days City Carrier Grade 1, Step O pay, the hourly rate to be determined on July 1 of each year. This amount will be paid quarterly.

Vice-President

Section 2. The Vice-President shall preside in the absence of the President, as well as in any case involving the death, resignation, disqualification, refusal or neglect of the President to discharge the duties of the President’s office, until an election can be held. The Vice-President shall perform such duties as the President may require. The Vice-President shall assist in the organizing efforts throughout the State.

Secretary/Treasurer

Section 3. The Secretary/Treasurer shall conduct the correspondence of this Association, read or cause to be read all its communications, reports, etc., and the Secretary/Treasurer shall keep a correct record of its proceedings. The Secretary/Treasurer shall keep a record of the name, number, date of affiliation and location of each Branch of the Association.

The Secretary/Treasurer shall receive, receipt for, and disburse all monies of this Association, and keep a regular, true, and accurate record and a complete breakdown thereof. The Secretary/Treasurer shall draw checks, countersigned by the President, ordered by the Association for payment of bills. The Secretary/Treasurer shall deposit all monies received in depositories approved by the Executive Board. Such deposits shall be in the name of the Washington State Association of Letter Carriers and interest thereon shall be credited to the General Fund of this Association.

The Secretary/Treasurer shall assure that every Officer, Employee, and other Representative of the Association who handles funds or other property shall be bonded therefore to provide protection against loss by reason of acts of fraud or dishonesty on their part directly or through connivance with others. Such bond shall be in the amount required by law and shall be determined at the beginning of each fiscal year. The expense of such bond shall be paid by the Association.

The Secretary/Treasurer shall make annual reports to the Executive Board and to every Branch of this Association in detail as shown by the books in the Secretary/Treasurer’s office. The Secretary/Treasurer shall perform such other duties as the laws, rules and usages of this Association may require. The Secretary/Treasurer or another designated officer shall be a delegate to the Washington State Labor Council AFL-CIO Convention. The Secretary/Treasurer shall at the end of the Secretary/Treasurer’s term, or when called upon by the Executive Board, account for and deliver to the Association, or the Secretary/Treasurer’s successor in office, all monies, books, papers, securities and other property of the Association that may have come into the Secretary/Treasurer’s hands that have not been previously and lawfully disposed of. The Secretary/Treasurer shall receive, other than allowable expenses, a per annum salary equal to twelve (12) days at City Carrier Grade 1, Step O pay, the hourly rate to be determined on July 1 of each year. This amount will be paid quarterly.

Assistant Secretary

Section 4. The President shall appoint an Assistant Secretary to the Secretary/Treasurer for the purpose of assisting of taking minutes of the State Convention, and assisting the Secretary/Treasurer between Conventions as needed. The Assistant Secretary shall receive such expense money as approved by the Executive Board. Per diem expenses payment, plus two (2) nights lodging, shall be allowed while attending the State Convention.

Executive Board

Section 5. The Executive Board shall have charge of the property of this Association. They shall direct the investment of the funds of this Association. They shall designate depositories in which the Secretary/Treasurer deposits all Association funds received. They shall examine all bills, approve the same if found correct, and keep a correct account of all bills audited. The Executive Board shall constitute the Committee on By-Laws. They shall act as Trustees of this Association and in every way carry out the interests of this Association.

Executive Council

Section 6. The Executive Council shall consist of the President, Vice-President, Secretary/Treasurer, Director of Education, Editor of the WASHINGTON STATE LETTER CARRIER, Director of Retired Members, and the Executive Board Members. Meetings of the Executive Council shall be at the call of the President at such time and place as the President may determine or by petition by a majority of the members of the Council.

The President shall act as chair of the Executive Council, when in session, and the Secretary/Treasurer shall act as its Secretary. Second only to the Convention in policy-making authority, it shall act between Conventions on all matters related to the welfare of the Association not specifically prohibited by the membership and it shall submit such proposed changes to the By-Laws to Convention as it may deem expedient. All formal actions of the Executive Council during recess shall be recorded by the Secretary/Treasurer and reported to the Association.

Director of Education

Section 7. The Director of Education shall act as coordinator between the National and State Associations in arranging seminars and training schools on State, District and Branch levels. The Director of Education or their designee shall normally attend Regional Assemblies and/or training sessions. The Director of Education shall receive, other than allowable expenses, a per annum salary equal to twelve (12) days at City Carrier Grade 1, Step O pay, the hourly rate to be determined on July 1 of each year. This amount will be paid quarterly.

Editor of the WASHINGTON STATE LETTER CARRIER

Section 8A. The Editor shall have general supervision of the publication subject to the approval of the Executive Board.

Section 8B. It shall be the responsibility of the outgoing Editor and Editor’s assistant to publish the Post Convention Issue of the WASHINGTON STATE LETTER CARRIER.

Section 8C. For the Editor’s expenses, the Editor shall receive the sum of one hundred and seventy-five dollars ($175.00) per issue.

Section 8D. When approved by a majority of the Board of Officers, the President may appoint a member of the Washington State Association of Letter Carriers or Washington State Auxiliary to serve as an Assistant Editor. The person appointed must be approved by the Editor. For expenses, the Assistant Editor shall receive the sum of twenty-five dollars ($25.00) per issue.

Director of Retired Members

Section 9. The Director of Retired Members’ duties shall be to coordinate all activities of the Retired Members, and the Director of Retired Members shall be the legislative advocate and the Congressional Liaison for the retired members of the Washington State Association of Letter Carriers. The Director of Retired Members shall be under the direct supervision of the President, and shall perform such other duties as may be assigned to the Director of Retired Members from time to time by the President.

Officers Annual Report

Section 10A. All State Officers are required to submit to the State Secretary/Treasurer, forty-five days (45) prior to the State Convention, their annual reports, so they may be placed in the Resolutions booklet.

Section 10B. These reports must be in double spaced typewritten form.

Delegates to the Washington State Labor Council

Section 11A. There shall be at least two (2) Representatives from the Washington State Association of Letter Carriers in attendance at the Washington State Labor Council AFL-CIO Convention.

Section 11B. Delegates to the Washington State Labor Council Convention shall receive an amount not to exceed mileage, per diem, and lodging at the single occupancy rate in such amount as provided by Article 10 for each day in attendance.

Legislative Chair

Section 12A. The President of this Association or designee shall serve as the State Legislative Chair.

Section 12B. The Legislative Chair shall be empowered to contact, instruct and coordinate the activities of the Legislative Chairs of the various member Branches of the Washington State Association.

Section 12C. It will be the duty of the State Legislative Chair to publicize the legislative aims of the Association using any and all publicity media at the Legislative Chair’s command.

Section 12D. A complete report of all activities and money used shall be published in the State Convention book.

National Convention

Section 13A. The ranking Officer of the Washington State Association in attendance at the National Convention shall be empowered to call caucuses of all Delegates from the State for the purpose of furthering the wishes of the State Association; it being further understood that the ranking Officer shall be the State President and/or the Delegate-at-Large.

Section 13B. The Delegation from the Washington State Association to the National Convention shall be empowered to withdraw any resolution presented by said Association.

Article 9

Committees and other Positions

Section 1A. Committee on Credentials: The Committee on Credentials shall examine the credentials of all Delegates to the meetings/assemblies of this Association and shall report at once to the Association in Convention assembled.

Section 1B. Each member of the committee shall receive one (1) day per diem plus lodging, at the same rate paid to the State Officers.

Section 2. Sergeant-at-Arms: The Sergeant-at-Arms shall preserve order at all regular and special meetings/assemblies and perform such other duties as the President may direct.

Section 3A. Delegates-at-Large: The duties of the Delegates-at-Large shall be to represent this Association and promote its welfare at meetings/assemblies of the National Association and report back to this Association at its annual Meeting/Assembly.

Section 3B. The President and/or designee of the Washington State Association of Letter Carriers shall be the Delegate-at-Large. A second Delegate-at-Large shall be elected at Convention.

Section 3C. Each Delegate-at-Large shall receive expense monies of an amount to be determined by the State Executive Board while in session at each Washington State Convention held during a National Convention year.

Section 3D. The Delegates-at-Large will be allowed the necessary postage to mail out any reports the Delegates-at-Large wish to send to Branches of the State from the National Convention.

Section 4. Committee on Audit: The President shall appoint to a standing committee of three (3), maintaining three (3) year staggered terms. The Committee on Audit shall examine the books and the accounts of the Secretary/Treasurer and report to the Association in Convention assembled immediately after the reports of the Officers.

Section 5. Committee on Mileage and Per Diem: The Committee on Mileage and Per Diem shall make up duplicate pay rolls whereon shall be recorded the name, residence, and maximum amount due each member entitled thereto for mileage and per diem. This report shall be presented to the meeting/assembly prior to the Installation of Officers.

Section 6. Committee on Supplies: The Executive Board shall constitute a Committee on Supplies, and shall contract for all necessary supplies in accordance with such regulations as may be adopted by the Association.

Section 7A. Committee on Resolutions: There shall be a Committee on Resolutions composed of three (3) delegates to be appointed by the President of this Association. This committee shall meet at the Convention City twenty-four (24) hours previous to

the Convention. All resolutions presented at the meetings/assemblies of this

Association shall be referred to this committee, who after due deliberation shall report their findings and recommendations to the Convention for action.

Section 7B. Each member of the committee shall receive one (1) day per diem plus lodging, at the same rate paid to State Officers.

Section 7C. Branches submitting resolutions shall mail same in quadruplicate in sufficient time to reach the Secretary/Treasurer at least forty-five (45) days prior to the State Convention. The State Secretary/Treasurer shall prepare same in book form to be given to the Delegates. Resolutions endorsed by Delegates from at least three (3) Branches may be presented to the State Secretary/Treasurer while the Convention is in session.

Section 7D. The State Secretary/Treasurer shall send one copy to each of the members of the Committee on Resolutions appointed by the President, at least thirty (30) days prior to Convention.

Section 8. Nominating Committee: A Nominations Committee shall be appointed by the President to receive names of nominees and submit these names to the Association in session.

Section 9A. Band Committee: A standing committee on band arrangements consisting of a member of the Convention City, a State Officer and the President of the Seattle Letter Carrier Band, Inc., shall be appointed at each State Convention to make band arrangements for the next State Convention.

Section 9B. The Seattle Letter Carrier Band, Inc. shall be designated the Washington State Letter Carrier Band at all Conventions of the Washington State Association of Letter Carriers. The band shall be allowed three thousand dollars ($3,000.00). The band shall be allowed the amount allocated toward expenses for each Washington State and National Convention attended. A detailed accounting of the expenditures of the band shall be returned to the Secretary/Treasurer for accounting, filing and future reference within sixty (60) days of the close of the Convention.

Section 10. Scholarship Committee: The President shall appoint to a Standing Committee of three (3), maintaining three (3) year staggered terms. The Committee on Scholarship shall review all applications for scholarship awards and apply the adopted rules in awarding scholarships from the Washington State Association of Letter Carriers Memorial Scholarship Fund. Proposed changes to the rules and criteria shall be subject to the approval of the Convention delegates prior to succeeding awards.

Section 11. When approved by a majority of the Executive Council, the President shall appoint a member of the Washington State Association of Letter Carriers or the Washington State Auxiliary to serve as Webmaster. The Webmaster shall maintain/update the WSALC Website. The Webmaster shall receive a salary of one thousand fifty dollars ($1,050.00) per annum to be paid quarterly.

Article 10

Mileage and Per Diem

Section 1. Per diem shall be paid at the applicable federal per diem rate. Lodging expenses shall be paid at the single occupancy rate.

Section 2. Mileage shall be paid as reimbursed expense at the rate set by the IRS (Internal Revenue Service) for travel by the most direct route. Reimbursement for intrastate travel by commercial carrier, except ferry, shall not be in excess of the current mileage rate over the most direct surface route.

Section 3. By the direction of the President and approval of the Executive Board, mileage, per diem, and lodging shall be provided State Officers to carry out the duties and requirements of their offices in promoting the welfare and business of this Association, and shall be paid for each day present at Convention while in session and/or duration of each business trip. Registration fees shall be paid directly by the Secretary/Treasurer.

Article 11

Prohibition

Section 1. This Association shall take no action on behalf of Letter Carriers independent of the National Association of Letter Carriers, but shall at all times act in harmony and in conjunction with the Officers of the National Association of Letter Carriers.

Section 2. All editorial expressions and writings by any Officer and member representing themselves as a member of this Association which would appear in any but an official NALC publication shall carry the signature or authorization of the President, in addition to that of the writer.

Article 12

Referendum

Any action of this Association in Convention assembled may be protested in writing, if signed by five (5) Branches in good standing in this Association and filed with the Secretary/Treasurer who, within thirty (30) days, shall submit it to all Branches in good standing for a referendum vote. Two-thirds of the votes cast shall be necessary to rescind such protested action.

Article 13

Appeals

The rules of Article 13 of the Constitution of the Government of State Associations of the Constitution of the National Association of Letter Carriers must be observed.

Article 14

Amendments

Section 1. These By-Laws shall not be altered or amended except through the Washington State Association of Letter Carriers in Convention assembled, and in the same manner as provided for the alteration of the Constitution of the National Association of Letter Carriers. These By-Laws become effective upon adoption by this Association and approval by the National Committee on Laws.

Section 2. All proposed amendments to the Constitution of the Washington State Association of Letter Carriers shall be read to the assembled Delegates on the first (1st) day of the State Convention. Debate on the proposed amendments, and final disposition thereof shall take place on the second (2nd) day of the State Convention. Upon reading of proposed amendments, the Executive Board will give its recommendations of approval or disapproval.

Washington State Letter Carrier

Section 1. This Association shall make provisions for the publication of the WASHINGTON STATE LETTER CARRIER paper.

Section 2. It shall be published at least bi-monthly. A copy of this paper shall be sent to each member of the State Association.

Section 3. The President may appoint an Assistant Editor.

Section 4. All correspondence, except articles of elected State Officers, shall be signed by the President or the Secretary of any Branch submitting such correspondence, and the Editor shall not accept for publication any article, which does not bear one of these signatures.

Section 5. The subscription to the WASHINGTON STATE LETTER CARRIER shall be $3.00 per annum.

Section 6. The Executive Board shall set the price guidelines for ads in the State Paper.

Section 7. All issues of the WASHINGTON STATE LETTER CARRIER will have a “Calendar of Upcoming Events” printed.

Article 17

Union Label

Section 1. The Union Label shall appear on all books, papers, leaflets, bulletins or other stationery printed for and distributed by the State Association.

Article 18

Outstanding Service Award

Section 1. The Washington State Association of Letter Carriers shall give an annual award to one Letter Carrier. This award will be known as “the Washington State Association of Letter Carriers Outstanding Service Award”.

Section 2. The cost of this award is to be determined by the Outstanding Service Award Committee.
